ANALISIS INOVASI PEMERINTAH DAERAH DALAM MENINGKATKAN PELAYANAN KESEHATAN DI KABUPATEN BANYUWANGI: STUDI FENOMENOLOGI

Abstract

Banyuwangi Regency has emerged as a model of public service innovation in Indonesia, particularly in the health sector. This study aims to deeply analyze local government innovation in improving health services in Banyuwangi Regency. The research employed a qualitative phenomenological approach, utilizing in-depth interviews, observations, and document analysis as data collection techniques. Sixteen health institutions were selected through purposive sampling, comprising 14 community health centers (puskesmas), RSUD Genteng, and RSUD Blambangan. Data were analyzed using Van Manen's method supported by NVIVO software version 12. The study identified eight major themes: (1) innovation objectives focused on improving access, quality, prevention, and digitalization; (2) implementation constraints included limited human resources, infrastructure, budget, and digital literacy; (3) benefits encompassed service efficiency and improved community health outcomes; (4) implementation performed through cross-sector collaboration, technology, and SOPs; (5) motivation derived from civil servant commitment, community concern, and visionary leadership; (6) supports were obtained from the Ministry of Health, regional budget (APBD), CSR, and community; (7) impact was on improved access, healthy behavioral change, and cost efficiency; and (8) aspirations were for sustainability, replication, and equity of innovation. Banyuwangi achieved the Very Innovative status at the Innovative Government Award (IGA) with a score of 98.86% in 2024. These findings confirm that locally grounded innovation supported by multi-sector collaboration and digital technology is an effective strategy for regional health system transformation.
